(Chinhphu.vn) – After 10 years of implementing Directive No. 37-CT/TW, the training programs of vocational education institutions have been innovated and developed based on vocational skills standards; high-quality training has been promoted; the 3-party coordination mechanism: State - School - Enterprise has begun to take shape and operate effectively in practice.
On September 9, in Hanoi, the Party Committee of the Ministry of Labor, War Invalids and Social Affairs chaired and coordinated with the Central Propaganda Department to organize a conference to summarize 10 years of implementing Directive No. 37-CT/TW dated June 6, 2014 of the Secretariat of the 11th tenure on strengthening the Party's leadership in the training of highly skilled human resources (Directive No. 37-CT/TW).
After 10 years of implementing Directive No. 37-CT/TW, the education sector in general and vocational education in particular are assessed to have "made many changes". The rate of workers with certificates and diplomas has gradually increased, contributing to improving the quality of human resources to meet the requirements of national development and international integration.
According to Deputy Director General of the General Department of Vocational Education Pham Vu Quoc Binh, after 10 years of implementing Directive No. 37-CT/TW, the work of propaganda, education, and raising awareness of training highly skilled human resources has initially achieved some results, the awareness of party committees at all levels, authorities, cadres, party members and society about training highly skilled human resources has been raised, creating consensus, support and participation of the people in the training of highly skilled human resources.
As of June 2024, there have been 141 legal documents guiding the Law on Vocational Education, gradually perfecting the mechanism and policies for vocational education and training of highly skilled human resources. Vocational education training levels are formed in an open and interconnected direction, in line with the vocational education system of countries around the world. A network of high-quality colleges has been formed, approaching regional and international levels.
Recent enrollment results have also achieved remarkable results. The number of enrollments in the period 2014 - 2023 reached 21.238 million people, of which college level reached 1.716 million people (accounting for 8.1%), intermediate level reached 2.4 million people (accounting for 11.6%). The increased training scale contributed to raising the rate of trained workers with degrees and certificates nationwide in 2023 to 27.6%.
Training programs are innovated and developed based on vocational skills standards. Relevant agencies have developed and issued 300 sets of minimum knowledge volumes and capacity requirements that learners must achieve after graduating from intermediate and college levels for 300 occupations so that autonomous schools can use them as a basis to develop, adjust, and issue school training programs that meet output standards according to the Vietnam National Qualifications Framework. High-quality training has been promoted, pilot training according to programs transferred from Australia and Germany; vocational training for rural workers has been promoted.
In addition, the number and quality of teachers and vocational education managers has increased rapidly, gradually meeting standards; training programs have been gradually innovated according to business requirements; advanced foreign training programs (Australia, Germany, France, Korea, etc.) have been transferred and applied. The policy of honoring and rewarding teachers, managers, and artisans in craft villages who actively participate in training, fostering, and developing highly skilled human resources has been promoted.
Many preferential policies for enterprises participating in training activities have been amended and supplemented, creating motivation for enterprises to actively participate in the development of vocational education. International cooperation in the field of vocational education has been promoted in both scale and diversification in content and form.
Vocational education institutions have been more closely linked with enterprises and employers in organizing training and solving employment for students after graduation; the 3-party coordination mechanism: State - School - Enterprises and employers has begun to take shape and operate effectively in practice.
In addition to the achieved results, awareness of training highly skilled human resources in some Party committees and local authorities is still not unified and complete; attention has not been paid to promoting typical models and individuals who have established themselves, established careers, and created sustainable jobs from training highly skilled human resources; human resource forecasting has not been done well.
In addition, the implementation of the planning of the network of vocational training institutions is slow. The educational level of the trained workforce in Vietnam is low, mainly at junior high school level (67%). The primary training level, under 3 months, still accounts for a high proportion (80%). Many vocational training institutions are not qualified to train highly skilled human resources, and the training of highly skilled human resources has not met the actual demand for human resources of the labor market. At the conference, delegates exchanged, discussed, and contributed comments to the draft Summary report and the draft Submission to the Secretariat on the summary of 10 years of implementing Directive No. 37-CT/TW. Along with that, the presentations focused on the following contents: Leadership, direction, organization of research, dissemination, implementation, inspection, supervision and interim and final review of the implementation of Directive No. 37-CT/TW; Current status of training highly skilled human resources; Solutions to promote the training of highly skilled human resources in the coming time. Deputy Minister Le Van Thanh assessed that over the past 10 years, the work of leadership, direction, organization of research, dissemination and implementation of Directive No. 37
According to Deputy Minister Le Van Thanh, the conference summarizing 10 years of implementing Directive No. 37-CT/TW and the opinions of the delegates attending the conference are the basis for the Party Committee of the Ministry of Labor, War Invalids and Social Affairs to synthesize and submit to the Prime Minister and the Secretariat in October 2024.
